Accepted Add a 5-10 second cool down for sending credits.

So a friend of me asked me to ban someone because he was getting 1 credit by someone for over an half hour, i know it's frustrating for him but i can't ban the spammer for that. i did votekick him to give him a signal to stop. but for the future please add a cooldown for sending credits so the chat can't be spammed
