I bought permanent vip on this community a couple months ago with keys, yet my account is locked because someone gained access and used fraudulent credit cards or something on it now I can't even trade on it. I've been trying to reason with steam support but they wouldn't unlock it for some reason. Now I'm asking if I am able to refund my permanent vip Because I pretty much have no use for trading servers without the ability to trade. Thank you for reading this.

I apologize but refund? You donated to the servers, those are perks however I see where you come from, but bare in mind you didn't buy this you donated.

As others pointed out above, VIP is a reward for donating, not a purchase. However, if you are able to provide proof of transaction along with proof of ownership for an alternative Steam account, then we may be able to move your VIP to that account.
