Depends which map you're on sometimes. Neonoir, yeah it has a delay. If a platform is rotating, your screen will shake very gently if you have a decent GPU. Worse if you don't have a GPU.
TL;DR it's the source engine. Getting a GPU will help, but won't fix it.
