I don't see what the warden did to as favouritism, could you explain?

However, I did find that Spy's steam profile and will be issuing a guard ban to them for interfering with the game.

warden's letting one of the reds run around bowling because he thinks "it's baiting"
is it true that the bowling building is literally one spot
the red demoman is moving because he believes the spy is "baiting"

After giving this some thought I'm going to say that the spy was indeed baiting.

I would say since the spy is quite literally on the playable area of bowling he is in-fact baiting, meaning the demo could go to him if he wanted he just chose to not hit him.

However, as I said before hand the spy had been punished for interfering with the game.
