at around 0:16, salt says "it is out of cell rebel day, lava day, crouch day, look up day, 360 day, that's what's hell day is defined as"
then on 0:56 he says "hell day is now over, bomb rush to the blu line"

Sorry for the late response. Considering the recording was not long enough for me to ascertain whether or not the warden had said that hell day was active in the first place, they could have been doing a trick order where they defined it but it was not active.
