Add new ability of the /dr menu - effect application

This part of the menu will open a sub-menu with multiple choices of different effect you can apply to the guards or yourself - mad milk, jarate, bleeding, drowning, mark for death, blindness (like Did You See That? LR) and others.

There's been no replies for over a month, so I've added a poll. After 1 week, if there's majority support for this in the poll and/or the replies, I'll leave the thread open, but if there's still a lack of interest, or there's majority opposition/mixed votes, this will be declined.

Wasn't here the day this was posted so I didn't see it but,
I really don't see a reason for this, the reason it's an LR (at least in my eyes) is to give the reds an advantage but the round is over so it literally does nothing for the game, you can already get crits, uber, lock the blus, call them, like I don't see how this can be used, but that's just me. -1
