To Do Simplify the deathrun hale selection system

The death queue doesn't seem to work that well at all, sometimes leaving blu empty and ending the round before it can really begin.

Also when you anticipate and wait forever to be death, often someone behind you gets selected and it's both confusing and infuriating. This has nothing to do with whether you are a VIP or not.

So I propose the death selection plugin should be replaced with a more simple, RNG based selection system that you can opt out of by typing !drtoggle.

Retroservers, Panda, Blackwonder, Skial and Evo use and it works great!

It is more simple and more fair.
