I'm sorry but I do not buy your story. Simply put, the IP you are banned on is not a VPN.
In fact, what seems to be the case is that you were cheating on alt accounts. You were auto-banned for cheating on https://steamcommunity.com/profiles/76561198996430147, and later tried avoiding your ban with http://steamcommunity.com/profiles/76561198999240234 . Both are VAC'd, throwaway accounts, and the latter one even has the same profile picture.
You also seem to have done this at a partner community, Elysium.tf.
Appeal declined. We do not tolerate cheating.
