Accepted Banned for foreign ips i didnt distribute

I have been just playing on wonderland normally as just medic or heavy today and yester, but when i logged off and came back to play again, i got a message telling me i was banned. I then look on the ban list and it tells me the i was exchanging foreign ips, when all i do in chat is joke round with no numbers attached.

Like i said before, i wasn't doing anything of the such, as i just normally play tf2. Also i don't even know what foreign ips are and what they do, overall this caught me by surprise. So please unban me as i never exchanged anything.
