Hello, and sorry for the very late response to this report.
The evidence shows that Kay 13 has an active Teleporter Exit in spawn, and that there is a RED Engineer and a BLU Spy in (presumably) RED spawn. While altogether this is quite suspicious, I do not think it is definitive enough to ban Kay 13, as we don't know where Kay 13's Teleporter Entrance is located, nor do we know if that RED Engineer is even Kay 13. This is why, as TK said before, a recording is best for Teleporters leading into spawn.
